Shipping Parcels to Northern Ireland — Windsor Framework (Live from May 2025)
Overview
As of May 2025, the Windsor Framework is live and new requirements are in force for parcels shipped from Great Britain (GB) to Northern Ireland (NI).
This article will guide you through how to ship parcels correctly using the Green Lane (for final use) or Red Lane (for resale or SPS goods), and help avoid delays or failed deliveries.
Do You Need a UKIMS Number?
You must register for the UK Internal Market Scheme (UKIMS) if you:
Send goods to NI (B2B or via a warehouse/logistics hub)

Want to use the Green Lane to avoid full customs processes

Can demonstrate that your goods are not at risk of entering the EU
Examples of businesses that need UKIMS:

GB retailers shipping directly to NI customers

GB suppliers sending stock to NI

Fulfilment centres dispatching on behalf of clients

GB manufacturers sending goods to NI

Green Lane Parcels (For Final Use in NI)
Use Green Lane if goods are NOT at risk of entering the EU.

Step 3: Pack and Send
Red Lane Parcels (Goods at Risk or SPS Goods)
Use Red Lane if goods are for resale or could enter the EU. This also applies to SPS goods (food, plants, animal products).
